How to respond to an increasing homeless population

The World Socialist Web Site has reported that over 50,000 people are living in shelters in New York City for the first time in history. The March 7 report admitted that the 50,000 figure does not include the additional thousands who are entirely homeless. How should cities and towns respond to this expanding issue?
